In her annual State of the State speech to the Legislature, the governor also called on lawmakers to adopt a 21-point plan by the Kansas Health Policy Authority aimed at improving the state's health system. The plan contains a 50-cents-a-pack tax on cigarettes and a statewide ban on smoking in public places. On energy, she proposed that Kansas take a leadership role in the fledgling alternative fuels industry with an eye toward providing 20 percent of the nation's biofuel needs. House Majority Leader Ray Merrick, R-Stilwell, characterized the speech as lackluster and without much detail.
